She is a half doll, a porcelain figure that was popular during the early part of the 20th century. The bodices were purchased to adorn bottoms, and the dolls added a bit of glamour to a home. Most of them sat atop bottoms like this one.
On the surface, half dolls appeared to be decorative but they were much more than that.
